OVERVIEW
1.) FORFEITS: Games are played with 8 players per side, less than 7 would result in a forfeit. You may start with 7 players
2.) FIELD: the game shall be played on a rectangular field 80yds in length. First down markers are positioned at the 20, 40, and 20yd lines. First downs are achieved by crossing these markers.
3.) THE BALL: Each team will provide their own regulation football and it is required to be inflated to the recommended psi (no flat balls.)
ROSTER
1.) All participants must sign in prior to their first game to be eligible to play. NO NEW PLAYERS MAY BE ADDED AFTER the 4th week. Rosters must have a minimum of eight (8) players and a maximum of eighteen (18) players. Players MUST participate in a minimum of 3 games to be eligible for post-season play.
2.) In the event that a player's eligibility is questioned, the player(s) must provide proof of identification. A valid state issued identification card with picture (Driver's License, Military ID, Passport or State ID card) will be accepted as proof.
EQUIPMENT
1.) UNIFORM: All teams are required to wear matching numbered shirts or jerseys. If a player does not have a numbered shirt or jersey, then stats will not be kept for this individual. Shirts must be long enough to be tucked into your shorts. Any style cleats can be worn, EXCEPT metal!
2.) FLAGS: Players MAY NOT wear any shorts or sweats that conflict with the visibility of the flags. Any hanging objects such as a towel shall be considered a flag if they are pulled during an attempted de-flagging. During play if a flag inadvertently falls off, then the ball carrier will be ruled down by a single hand touching.
BASIC RULES
1.) GAME LENGTH: 25 minute times halves (no stoppage), 5 minute half-time. Last 2 minutes of the SECOND HALF, clock stops for the 2-minute warning, time-outs, incomplete passes and out of bounds.
2.) TIME-OUTS: Each team will have the option to utilize 3 time-outs per game.
3.) OVERTIME: Each team will get 1 play from their opponents 10yd line to score 2pts or from their opponents 5yd line to score 1pt. If the defenses intercepts the ball for a touchdown, they win the game. Coin toss will determine possession.
4.) SCORING: Touchdowns = 6pts, Safety = 2pts, Extra point = 1pt. Pass/run from the 5yd line after a team has scored a touchdown. Extra point = 2pt pass/run from the 10yd line after a team has scored a touchdown. Interception returned on extra point is worth the point attempted by the offense.
5.) CAPTAINS: Each team must designate one (1) offensive player and one (1) defensive player as captains. Captains act as the sole representative of their team with all communications being directed at the officials.
6.) COIN TOSS: The winner of the toss has 3 options. Receive the kickoff, defend their goal of choice, or defer to the second half.
7.) PLAY CLOCK: 25seconds
8.) MOTION: One player in motion at the snap, forward, backward, or diagonal (5yd Penalty).
9.) FORMATION: The center must be on the line of scrimmage (5yd Penalty)
10.) BLOCKING: Open hand blocking is legal. Chop, Cut or High-Low blocking is illegal (10yd Penalty.)
11.) ROUGHING THE PASSER: Hitting a quarterback's arm is illegal (15yd Penalty). This includes contact by pushing or shoving quarterback after the ball is away!
12.) INTENTIONAL GROUNDING: Quarterback must be outside the tackles and the ball must go past the line of scrimmage in order to throw the ball away (Los of Down, Ball placed at spot).
13.) BALL CARRIER: Ball carrier must avoid all contact. Stiff arms and lowering the shoulder are illegal (15yd Penalty.)
14.) FLAG GUARDING: Obstructing the defender's access to your flags while running with the ball is a 5yd penalty and loss of down.
15.) PASS INTERFERENCE: Interference on the offense (10yd Penalty). Interference on Defense (Spot Foul and a 1 down.)
16.) DIVING: Diving to advance the ball is illegal (10yd Penalty from the spot).
17.) ELIGIBLE RECEIVERS: Everyone is eligible.
18.) KICKING: Kickoff are from the 20yd line.
19.) PUNTING: All punts are declared with no fakes allowed.
20.) TAKE CARE OF THE PLAYING FIELDS: All teams are responsible for cleaning up the playing are after the game.
21.) ON SIDE KICK: 1 play from the 20yrd line. Must reach 40yrd line to convert.
SPECIAL RULES
1.) Head Referee can overturn calls by the other officials. Verbal abuse of the officials will not be tolerated. The player will be ejected from the game and suspended from the league.
2.) Fighting will not be tolerated. If one player from your team is involved in a skirmish, he will be immediately ejected from the rest of the game. If any player/coach bumps or assaults a referee, the team will forfeit the game.
3.) Any derogatory remarks toward another player or referee will not be tolerated. Players will be ejected immediately.
OFFENSIVE RULES
1.) Offense must have the center on the line of scrimmage.
2.) The ball is dead when it hits the ground. No fumbles
3.) Quarterback has one chance to clean field the snap or the ball is dead
4.) Receivers must have 2 feet in bounds and can advance the ball after diving catch unless he is touched on the ground.
5.) Inadvertent whistles-play is blown dead, and the ball is spotted at the location when the whistle was blown.
6.) Offensive players must keep their shirt tucked into their shorts, or the referee can rule you down.
DEFENSIVE RULES
1.) No slapping at the ball when it is in the ball carrier's hands.
2.) Bump/chuck is allowed, and it must be within 5yds of the line of scrimmage.
3.) No tackling. Any tackle within 10yds of the end zone or in a "last defender" situation. Officials can judge the play a touchdown.
4.) No pushing the ball carrier out of bounds.

LANGUAGE - We want all players to watch their language while at the playing field. These are parks where families bring their children, we won't tolerate profanity.
PLAYING FIELD - The playing field is 60yards long by 25yards wide. End zones are 5yards long and 25yards wide.
TEAMS ARE TO PROVIDE THEIR OWN FLAGS
DOWNS - Since there are no kickoffs each series starts at the 5yrd line. You get 5 downs to go 60yards(score a TD) with no 1st downs, unless you get a 1st down through an opponent penalty.
PENALTIES - Penalties are assessed through downs. Only pass interference is assessed through yards, which is the spot of the penalty. If you are at 1st down and there is a penaltyagainst the defense the offense would then have double 1st down.
TEAMS - Each team must field at least 5 players with no more than 12. There is NO IR spot for Fall'24 season Every player must bring a copy of their ID with proof of age. Players must be 18 or older to play. Each Player must play 4 games in order to play in the playoffs.
GAME FEE - The game fee is $40
FORFEIT GAMES - Team forfeiting is to pay their game fee and opponents game fee ($80)
MOTION - No more than one player at a time is allowed to go in motion before the ball is snapped.
FORMATION - SOn offense you have a quarterback and 4 receivers. 1 player has to snap the ball (the center). Youcan use any formation you want example: 1QB, 1center, 3 wrs:, or 1QB, 1center, 1 tight end, 2 wrs:1QB, 1center, 1 tight end, 1 running back, 1 wr: You can use any variety you want but you have tohave a quarterback and a center. On defense you can use any combination you like example: 2de's, 1 lb, 2 cbs: or 2 de's, 3 cbs: or 3 de's and 2 cbs.
BLOCKING - Blocking down field is allowed with arms extended. Defensive backs can bump receivers only at the line of scrimmage.
BEGIN PLAY - There is no indication before the ball is snapped to begin play. Play begins on the center's snap. Only quarterback can field snaps that hit the ground or go over his head. If quarterback touches it and it hits the ground the ball is dead. QB can not be under center
PUNTS - Punts must be declared. Rushing the punter IS NOT allowed. Ball must be punted right away. Punting team must wait for the ball to be punted to run downfield. A punt can be fielded if it hits the ground.
PUNT RETURN - No contact with punt returner till ball is caught (Double First down for running into returner). There is NO blocking on the punt return.
BACKWARD PASS - When the ball is snapped the only backward pass allowed will be behind the QB. It is illegal to throw the ball forward behind the line of scrimmage and then throw it forward again.
FUMBLES - Once the ball hits the ground it is dead. If the ball is fumbled into the endzone its spotted where the runner lost the ball. On bad snaps either in front or over qb's head the ball is live. Only qb can field the ball cleanly, ball hits qb and drops at any time the ball is dead where he touches it. If defender touches the ball on a bad snap, it is dead where he touches it.
DIVING - Diving to advance the ball is not allowed. You are allowed to dive for flags. Jumping to advance the ball is legal.
STRIPPING - No stripping of the ball is allowed.
BALL CARRIER - Offensive player must avoid defender trying to pull his flag.
STIFF ARMING - Stiff Arming is NOT allowed
SCORING - Touchdowns are 6pts, after you score a TD you have the option to go for 1pt (5yd line) or 2pts(10yd line).
MERCY RULE - Mercy rule comes into effect when a team is winning by 50pts at any time, 30pts with 5min remaining in the game, and 17pts at the 2min warning. If a team is up by 14 at the 2min warning in the second half the clock will remain continuous.
LENGTH OF THE GAME - The length of the games will be 2 halves of 20 minutes.
OVERTIME - 1st OT each team 1 possession from the 1pt line.
2nd OT 1 possession if offense scores they win. If defense stops they win.
Playoffs OT is college rules.
ONSIDE KICK - Is allowed once. 1 play from the 1pt line to reach mid field. If onside kick is converted, it then will be 2nd down. If PI ball at the spot for offense and 1st down. If 2 offsides auto 1st down. 3rd offsides ball on opponent 2pt line.
PLAY CLOCK - The play clock begins when the referee blows the whistle. After that the offense has 10 seconds tobegin play.
TIMEOUTS - 3 Timeouts a game.
TEAM ATTIRE - NO chain necklaces. Mouth pieces are optional. Shorts with pockets and of any color are allowed.Teams are to have same jerseys or shirts. If not pinnies will be handed out at no charge to teams. EVERY TEAM MUST HAVE LEGIBLE NUMBERS.
PLAYER EJECTIONS - If you are ejected from a game, it's a $25 fine and 1 game suspension.
GARBAGE - Captains will be held responsible for cleaning up trash after games.
PENALTY
OFFSIDES (Defense) - TAKE PLAY OR 1 DOWN PENALTY AT THE LOS. Defender can cross the line of scrimmage and get back only if he doesn't touch an offensive player. Defender has the option of asking the ref if he is onsides. Ref will not declare unless you ask.

FACE GUARDING - IS ALLOWED UNLESS YOU TOUCH THE OFFENSIVE PLAYER
HOLDING ON DEFENSE - 1 DOWN PENALTY
OFFENSIVE HOLDING - 1 DOWN PENALTY
ROUGHING THE PASSER - AUTOMATIC 1ST DOWN - IF IT'S 1ST DOWN IT TURNS INTO DOUBLE 1ST DOWN
RUNNING INTO THE PUNTER - AUTOMATIC 1ST DOWN
